Hannibal (2001)

The movie does not generate much suspense and excitement, partly because the interaction between Hannibal Lecter and Clarice Starling that made The Silence of the Lambs so great plays only a relatively minor role here. The dinner sequence at the end is on the verge of being too much and feels out of place.
